Govt May Allow Foreign Realtors To Tap Capital Market Pre-IPO

“Growth rates in the urban sector will keep shooting up for many years and we expect 40% of people in India to move to urban India by 2025.” This was what S. Jaipal Reddy, Union Minister for Urban Development, said while inaugurating the FICCI -- International Real Estate Summit 2006 in Mumbai last month. He was referring to the importance of the Jawahar Lal Nehru Urban Renewal Mission in the backdrop of an inevitable urbanization that is taking place.

According to Reddy, the JLNURM is different from all other schemes as about Rs 50,000 crores will be given by way of grant for this project in the next six years. This will also prompt urban local bodies to create a matching amount of similar size. However, he emphasized that this amount would be released only when the state governments meet certain conditions, such as scrapping of the Urban Land Ceiling Act in totality, simplification of rent control laws in the interest of the landowners and tenants and lowering of stamp duties to at least to 5%.

On the issue of permission to foreign players to tap capital market pre-IPO, the minister informed that the matter will be taken up seriously at the cabinet. On foreign investment he said the government is absolutely open to foreign investment in urban sector but we in India must deserve foreign investments.” We need to be transparent”. He later released the FICCI- E&Y report on real estate.

The FICCI chief, Saroj Kumar Poddar, underscored the fact that real estate sector contributes about 14-15% of national GDP, currently estimated at $12 billion and is growing at 30% annually. He also highlighted the inherent limitations (the complicated nature of the UCLA, the cumbersome land transactions and the lengthy procedure to procure land for real estate projects; absence of well developed land markets, unclear land titles and high cost of land) and sought rapid reforms in these areas.
